Introduction

Rhondda Cynon Taf County Borough Council Cultural Services department consists of:

Three multifunctional arts venues:

An Arts Development Unit which supports programmes in digital media, music, dance, visual arts, community touring, public art, youth arts, drama, craft and consists of:

Service Level Agreements (SLAs) with:

  • Spectacle Theatre for the delivery of Youth Theatre
  • Rhondda Cynon Taff Community Arts for the provision of community arts (dance, environmental, public art and digital media)
  • Audiences South Wales for assistance in specialist arts marketing, research and audience development services.

Strategic planning
Strategic planning in relation to cultural development, and the contribution of cultural activities to social inclusion, health and well-being, lifelong learning, regeneration and other council cross-cutting priorities.

Currently, the service works with many partners to provide, facilitate and support opportunities to take part in, and enjoy, a range of arts and entertainment activities.

In addition to providing a diverse programme of arts and entertainment in our venues, the Arts Development Unit works to offer advice and support in engaging hard-to-reach sectors of the community through participatory arts projects, commissions and events in community based venues such as youth centres, schools, and sheltered housing accommodation.

The service enhances the health and well-being of people of all ages, and their communities, by helping to improve people’s quality of life. By supporting the development of local creative industries and providing a resource for cultural tourism, the service aids the social and economic regeneration of the area.

Statement of Purpose

Cultural Services supports the development of the arts as a means of improving the quality of life for local people and visitors, inspiring individual learning, and contributing to the social, economic, and environmental transformation of the county borough.

 

Vision for the Future

Cultural Services aims to work with partners to achieve:

  • An imaginative, adventurous and valued programme of arts and entertainment activities, meeting the needs, and developing the tastes and expectations of local people and visitors to the county
  • A strong cultural identity for Rhondda Cynon Taf, which includes everybody, celebrates diversity, and presents a positive image of the county borough
  • A creative community, inspired to learn through participation in cultural activity
  • A sustainable infrastructure of people and buildings, able to support the delivery of a broad range of cultural activity across the county borough
  • Sustainable growth for local creative industries, improving their capacity to support the regeneration of the county borough

 

Key Objectives

Cultural Services has identified the following key objectives which provide strategic direction for the service, and creating a far-reaching ‘R.I.P.P.L.E’ effect of the influence of the work that we do:

R – To support the Regeneration of the county borough, by supporting the arts infrastructure

I – To increase access across the arts and support the Inclusion of disadvantaged sectors of the community

P – To develop a balanced, imaginative, and innovative arts Programme

P – To enhance local cultural identity, promoting a Positive image of the county borough

L – To encourage Learning through the arts

E – To encourage Excellence, and improve the performance of the service
